Maryland’s Minority Business Enterprise (MBE) certification is an essential economic development and business support program for the minority business community. Thanks to the state’s progressive MBE laws, policies, and strong administrative support, Maryland has become a leader in promoting MBE contracting opportunities.

State Leadership: Maryland is one of only 16 states in the nation with an MBE program, aiming for a participation goal of 29%.
Legally Mandated Program: It is one of four states with a legally mandated MBE program.
Pioneering Sub-Goals: Maryland was the first state to establish a sub-goal for African American-owned businesses.
