Developing 21 acres for the construction of 288 apartments across seven different buildings is no small task. This particular project also required extensive stormwater management including underground storage facilities and 22 bio-retention ponds.
Comer Construction provided complete site construction services for this jobsite. The Park at Winters Run was developed by Klein Enterprises with Chesapeake Contracting Group as the general contractor.

Harford County Residential Site Construction
The Park at Winters Run is named after a river that runs through Harford County. The market rate apartment community was constructed near Routes 1 and 40, not far from Comer Construction’s headquarters in Forest Hill.
In addition to clearing land for the large apartment complex and installing underground utilities, Comer Construction supported the site preparation for the club house and park-like community setting.
The location of the project also required extensive stormwater management solutions. The Fallston apartment complex required 22 bio-retention ponds. These shallow basins are used to slow and treat stormwater runoff. Filtration occurs when the runoff passes through bioretention area media, such as sand, ground cover, and soil.
A total of 140,000 CY was cut to fill earthwork on the site. Comer Construction’s extensive fleet of construction equipment, including 25 trucks and 22 loaders, supported the material haul off.
